Inglaterra versus Big Four

 Até parecia que os problemas seriam esquecidos. Mas a Inglaterra resolveu agir diante de alguns recentes escândalos contábeis. Isto significa, atuar para inibir a concentração do mercado de auditoria. Para isto, o FRC resolveu recomendar um aumento na distância entre a atividade de auditoria e a de consultoria. 

The audit side of the firms’ business shouldn’t get paid for introducing customers to their consulting arms, the Financial Reporting Council said Tuesday in its latest update. Accounting partners shouldn’t be “incentivized” for sales passed to other parts of the firm and revenue from accounting work should make up at least 75 percent of the revenue from the audit practice, the FRC said.

PricewaterhouseCoopers, EY, KPMG and Deloitte have come in for criticism after a series of high-profile collapses of major U.K. companies. That prompted the FRC to announce it would force the Big Four to create an operational split between their accounting and consulting arms to eliminate potential conflicts of interest. 

Those plans have been delayed by the coronavirus but the FRC said in Tuesday’s update that it still plans for the splits to be completed by mid 2024. 

Hywel Ball, EY’s U.K. chairman, said in a statement that the firm is making “good progress” to its goal of operational separation and expects to have an audit board made up with a majority of independent members by July 1. 

Deloitte said in a statement that it has had an independent audit governance board since Jan. 1 and believes the majority of changes to its business can be achieved ahead of the 2024 deadline. 

A PwC spokesman referred to comments from October when the firm said it had created an audit oversight body and submitted other proposed changes to the regulator.

Um estudo procurou verificar como as pessoas comportam com a seleção e o processamento de informação durante a pandemia do Covid-19. Olhando como as pessoas selecionavam as notícias consumidas, os pesquisadores apresentavam notícia ou otimista ou pessimista. Em um grupo, também mostravam a fonte da informação (New York Times ou Fox News). A conclusão foi que o viés da confirmação foi relevante no processo. Por exemplo, um pessoa pessimista, por exemplo, dedicava mais atenção para a notícia pessimista. 

Eis o abstract:

How people form beliefs is crucial for understanding decision-making under uncertainty. This is particularly true in a situation such as a pandemic, where beliefs will affect behaviors that impact public health as well as the aggregate economy. We conduct two survey experiments to shed light on potential biases in belief formation, focusing in particular on the tone of information people choose to consume and how they incorporate this information into their beliefs. In the first experiment, people express their preferences over pandemic-related articles with optimistic and pessimistic headlines, and are then randomly shown one of the articles. We find that respondents with more pessimistic prior beliefs about the pandemic are substantially more likely to prefer pessimistic articles, which we interpret as evidence of confirmation bias. In line with this, respondents assigned to the less preferred article rate it as less reliable and informative (relative to those who prefer it); they also discount information from the article when it is less preferred. We further find that these motivated beliefs end up impacting incentivized behavior. In a second experiment, we study how partisan views interact with information selection and processing. We find strong evidence of source dependence: revealing the news source further distorts information acquisition and processing, eliminating the role of prior beliefs in article choice.

O presidente da república emitiu um decreto que obriga os postos de combustíveis divulgar detalhes sobre os preços dos produtos. Isto inclui os valores dos tributos (que já é divulgado na nota fiscal) em local visível (o que é um conceito subjetivo). 

E tome informação. "A Secretaria-Geral da Presidência da República disse em nota que a medida foi proposta pelo Ministério da Justiça e Segurança Pública e pelo Ministério de Minas e Energia (MME), juntamente com a Advocacia-Geral da União (AGU)"

Já comentamos sobre isto aqui: quando não sabe o que fazer, o regulador decide "pedir informação". O preço do combustível é composto por tributos e custo do insumo. A redução do preço dos derivados do petróleo não depende do posto, mas do governo e do fabricante. 

Mas a medida tem um efeito psicológico importante: indica, para o eleitor, que o governo está atuando. Errado, mas está.
