Resumo:
In this paper, we argue that the primary goal of the foundations of statistics
is to provide data analysts with a set of guiding principles that are guaranteed
to lead to valid statistical inference. This leads to two new questions: “what
is valid statistical inference?” and “do existing methods achieve this?” Towards
answering these questions, this paper makes three contributions. First, we express
statistical inference as a process of converting observations into degrees of belief, and
we give a clear mathematical definition of what it means for statistical inference
to be valid. Second, we evaluate existing approaches Bayesian and frequentist
approaches relative to this definition and conclude that, in general, these fail to
provide valid statistical inference. This motivates a new way of thinking, and our
third contribution is a demonstration that the inferential model framework meets
the proposed criteria for valid and prior-free statistical inference, thereby solving
perhaps the most important unsolved problem in statistics

Petrobras vende
O Conselho de Administração da empresa Petrobras aprovou o plano para busca de um sócio na gestão da empresa Petrobras Distribuidora. A Petrobras seria majoritária no capital total, mas com somente 49% do capital votante.
A decisão da empresa pode ajudar a obter recursos que tanto precisa. Além disto, ajuda a reduzir a necessidade de captação de recursos de terceiros, cujo custo é sempre elevado para empresas em dificuldades financeiras.
Outro ponto positivo da decisão é o foco no negócio principal. Finalmente, a decisão reduz a influencia política na empresa seja menor: não haveria um loteamento dos cargos por parte dos políticos no poder, que tanto prejudicou as empresas estatais nos últimos anos.

This paper explores whether mandatory disclosure of bank balance sheet information can improve welfare. In our benchmark model, mandatory disclosure can raise welfare only when markets are frozen, i.e. when investors refuse to fund banks in the absence of balance sheet information. Even then, intervention is only warranted if there is sufficient contagion across banks, in a sense we make precise within our model. In the same benchmark model, if in the absence of balance sheet information investors would fund banks, mandatory disclosure cannot raise welfare and it will be desirable to forbid banks to disclose their financial positions. When we modify the model to allow banks to engage in moral hazard, mandatory disclosure can increase welfare in normal times. But the case for intervention still hinges on there being sufficient contagion. Finally, we argue disclosure represents a substitute to other financial reforms rather than complement them as some have argued.
